The urgency of elaboration of this system is conditioned by the necessity to fight against social vices destructive for Kazakhstan society, as well as by the formation of a united nation based on the principle of citizenship. Speaking at the National Kurultai, President of the Republic of Kazakhstan K.Tokayev outlined twelve national values, distributing them in pairs. First of all, these are the values of Independence and Patriotism, which are interrelated. The values of Unity and Solidarity are intended to become the basis of social consolidation. Justice and Responsibility occupy a special place in the system of national values. The values of Law and Order, according to the head of state, should influence the public consciousness of Kazakhstanis. Labour diligence and Professionalism as values of the Kazakh nation are the guarantee of economic development of the country. Actualisation of values of Creation and Innovation is conditioned by necessity of development of creative industry of Kazakhstan society. Kazakhstan has significant oil and gas reserves, which form the backbone of the national economy and are an important source of export revenue. However, dependence on hydrocarbons poses economic and environmental challenges, highlighting the importance of diversifying the energy sector. The article analyzes key projects in the oil and gas sector, such as the development of the Tengiz, Kashagan and Karachaganak fields, and considers Kazakhstan's cooperation with international partners, including the EU and China. Particular attention is paid to energy efficiency issues and the prospects for introducing renewable energy sources as part of the transition to a "green economy". Both concepts are close to the constitutional and legal meaning. "The interpretation of the "institute of the President" is aimed at harmonizing the activities of public authorities as an integrative legal institution. It is emphasized that the institution of the presidency in Kazakhstan makes a great contribution to the formation of a social state in our country.</p> <p>European jurisprudence describes the meaning of the term social state, known as the "welfare state". Scientific research of the chosen term has been reflected since ancient times in the works of Plato and Aristotle, the evolution of the Middle Ages and the Enlightenment, the Soviet era and modernity. The main attention is paid to the results of research by foreign authors, including the description of the phased formation of the functions and principles of the welfare state in the scientific works of D. Garland and Mehmet Atilla Guler, first of all, the achievement of protecting the rights of citizens, providing social assistance to those in need. The analysis highlights the advantages of mediation, including reduced burden on the judicial system, active participation of the parties in decision-making, confidentiality, process flexibility, relationship preservation, and cost efficiency. Despite its positive aspects, mediation faces several challenges, such as a lack of trust among citizens, low public awareness, difficulties in regulation and training qualified mediators, limited application in political and interethnic conflicts, and the absence of state financial support. The article proposes a comprehensive set of measures for the successful development of the mediation institution in Kazakhstan. The problems of political manipulation through social networks are one of the urgent topics that requires scientific understanding within the framework of domestic political science and has not been studied. In this regard, in our research work, the concept of "Political manipulation" was considered, the features and potential possibilities of using modern mass media as a means of manipulative influence on public consciousness were identified. The problem of countering political manipulation in social networks at the national level is insufficiently developed. In post-Soviet countries, including Kazakhstan, local history studies becomes an instrument of actualization of historical experience within the framework of memory policy. The article discusses Kazakhstan's key state programs for the preservation and study of cultural heritage, which have contributed to the formation of national identity, the development of historical consciousness, and the strengthening of patriotism through the study and popularization of historical and cultural values. Local history turns out to be a link between academic science, civic initiatives and state memory, reflecting the complex processes of nation-building and identification policy of the country. This article aims to analyze similarities and differences in the historiographical traditions of local history and local history studies in Russia, Poland, Uzbekistan and Kazakhstan, as well as to determine the relationship with political and cultural contexts. The intensification of climate-related factors increasingly shapes migration flows; however, at the international level there is still no unified legal status for climate migrants, which leads to legal uncertainty. According to the 1951 Refugee Convention, climate migrants are not considered refugees, and existing mechanisms do not provide them with adequate legal protection. In Kazakhstan, with its diverse climatic conditions and the vulnerability of certain regions, the risk of both internal and cross-border climate migration is growing. This situation necessitates the integration of climate migration issues into national migration and climate policies, as well as the adaptation of legislation to new challenges. The study aims to analyze international approaches to regulating climate migration, identify gaps in the legal framework, and outline possible solutions for Kazakhstan. The relevance of the research is determined by the importance of understanding the relationship between religious identity and gender equality in modern Kazakh society. The main purpose of the article is a comprehensive analysis of the position and role of Muslim women in the modern society of Kazakhstan, their rights and opportunities. The methodological basis of this research is based on the integrated application of general scientific, special and theoretical-methodological approaches. Dialectical, systematic analysis and comparative historical methods were used as general scientific methods, which allowed us to study the patterns of development of Islamic feminism in Kazakh society, its features as a socio-cultural phenomenon and the stages of its formation. Among the special methods used were discourse analysis and the phenomenological method, aimed at studying public discussions about Islamic feminism and a deep understanding of the religious experience of Muslim women. The article examines the theoretical and methodological foundations of Islamic feminism and defines its features in the Kazakh context. The study comprehensively analyzed the patterns of development of Islamic feminism in Kazakh society, its compatibility with traditional religious values and its impact on modern social changes. The article describes the Kazakh model of Islamic feminism, the features of its formation as a synthesis of traditional Islamic values and modern feminist ideas.
