Abstract
This article develops a multidimensional model for assessing the effectiveness of non-governmental organizations in Kazakhstan. It adapts international evaluation criteria to the national context and combines public relevance, program results, resource use, social impact, organizational capacity, transparency, and accountability. The study uses comparative analysis, regulatory document review, results-chain modelling, and the operationalization of theoretical concepts. It proposes six assessment domains, 0–5 scale, normalization rules for quantitative indicators, and provisional weights. The model is intended to identify an organization’s strengths and weaknesses rather than produce a mechanical ranking. Before practical use, it requires pilot testing and assessment of reliability and validity. Comparisons should be limited to NGOs with similar fields of activity, scale, and target groups.
