Abstract
This article provides a philosophical overview of the foundations of the new political and cultural principles of international relations and is supported by an approach to returning to the idea of "Homo culturalis" - man as a cultural being serving as a new conceptual core and context of culture. The pursuit of the hegemony of a world filled with conflicts has again and again put the multipolar world in a dead end. Joseph Nye's concept of "soft power", based on the article, played an important role in achieving a peaceful life and using the means to maintain a normal life by promoting the principles of soft power underlying public diplomacy. Political phenomena, which represent the most important prerequisites for the transition to a changeable future in order to form a peaceful life, can become the basis for the development of mutually beneficial socio-cultural co-evolution on a global scale.
