Abstract

Abstract. The article is devoted to the study of the main problems in water resource management in Central Asia. The article primarily examines the historical process of creating water utilities and storage facilities. Two large basins are analyzed - the Amudarya and the Syr Darya, that is, the main influx of water in the countries of Central Asia from two rivers. The historical process has given enormous significance in the management of water resources of countries. During the period of the Soviet Union, there was central water use, which made it possible to distribute agricultural products throughout the Soviet Union, but during the collapse of the USSR, and the countries gained independence, almost all Central Asian states faced a water and energy crisis, this system created a big problem, that is, division began between agricultural and energy use of transboundary runoff. The article also analyzes the countries of Central Asia and the main borders that suffer from the problem of water resource management and provides the main factors influencing this problem. Thus, the article shows the main ways to solve the problem at the interstate level. At the current stage, it is necessary to develop a common language of the legal framework in terms of unifying concepts to develop effective solutions and a more reasonable approach in order to achieve sustainable development goals. Currently, lawyers, historians, and geographers are studying this issue, which affects various fields of science, and studying the problems of providing and managing water resources. The article provides a comprehensive study of the water problem in Central Asia, analyzes 5 countries and how the historical and post-Soviet process has influenced the current state of the countries.
