Abstract

This article focuses on the components of contemporary public administration in China, incorporating aspects of new public management.The features of the managerial institutional conditions of administrative reforms carried out in the spirit of Western management models of the new state management in this country are analyzed. The analysis delves into the organizational framework of the bureaucratic structure and examines the value orientations of civil servants through a managerial lens.The authors also address the situational political context of the reforms, assessing the political conditions for the development and implementation of these reforms, as well as the forces involved in this process. The results of the study show that currently in China there is a «hybrid» bureaucratic apparatus that combines both rational principles of its organization and patrimonial ones. Consequently, the effectiveness of administrative reforms hinges on considering the interests of the «nomenclature» class. Thus, key components of the Western management model, such as efficient management mechanisms, delegation of authority, enhanced public involvement, service provision, as well as economic and strategic frameworks, undergo adaptation in China due to institutional and political limitations.
