Abstract
This article comprehensively examines the strategic modernization of state asset management mechanisms in the Republic of Kazakhstan and their institutional efficiency. The relevance of the study is determined by the significant share of the public sector in the national economy and the need to improve the efficiency of public resource utilization under ongoing institutional transformations.
The purpose of the study is to analyze the existing state asset management system, identify institutional constraints, and scientifically substantiate directions for its improvement. The research applies institutional, comparative, and system-based approaches.
The findings indicate that the current management system is characterized by uneven efficiency, the presence of agency-related problems, and insufficient transparency in certain management processes. In this context, a conceptual model of strategic modernization is proposed, incorporating institutional, economic-analytical, and technological components. In addition, the necessity of implementing key performance indicators (KPIs) and digital management tools as essential factors for improving public sector performance is substantiated.
The implementation of the proposed measures will contribute to improving the quality of public governance, enhancing the investment climate, and ensuring sustainable socio-economic development of the country.
