SOCIAL MEDIA IN THE IMPLEMENTATION OF THE DIALOGUE BETWEEN SOCIETY AND GOVERNMENT IN KAZAKHSTAN

Abstract

Today, Kazakhstan faces the task of improving the efficiency and transformation of relations between government agencies and the population, which, in particular, were outlined by the Head of State K. K. Tokayev in the Message to the People of Kazakhstan dated September 2, 2019 “Constructive public dialogue is the basis for stability and prosperity of Kazakhstan». We are talking about the so-called concept of a "Hearing State", which will ensure a prompt and effective response to the demands of society, the need for which is due to the low level of trust of citizens in state institutions and the insufficient involvement of their opinions in the formation and implementation of the most important issues of public life.

In this context, many researchers pay attention to the increasing role of social networks, thanks to which citizens can directly, by contacting government bodies, declare those problems that are most critical for them. At the same time, key political actors take into account the factors of social networks as an important tool for mutual cooperation.

In the work, social media are considered as arenas for developing a consolidated position of government and society. The focus is on social networks as a format for constructive dialogue, interaction between government and civil society.

The article considers the key features of using the Internet communication mechanism as a tool for implementing the policy of openness of the activities of public authorities, the priority of which is emphasized by a number of existing regulatory legal acts.
